A. Yes. You could use a program like Macromedia Contribute or an admin interface to change the database content.
Contribute is a user friendly piece of software but does have limitations in functionality that most clients require. Dynamic elements can be added to the site but will require other tools to adjust their content like admin interfaces. Admin interfaces are very difficult, non-friendly interfaces and can be very dangerous to use and have the risk of wiping all content on your site. Ask a web company to show you one and you will see they are designed for developers and other technical staff.
