Every website should be developed with a Content Management System today, if you have a limited budget consider using an open source CMS. Each CMS has its own benefits and limitations depending on the requirements for it.
Many companies have their own CMS and will only offer you this option, choosing the wrong CMS could prove to be very costly in the future so ask the company about other options, and come to an informed decision.
